Regional Strategy and Recommendations for Further Action
The formed Working groups determined the main priorities of post-harvest sector development taking into account the interests of each country. The summarization of card by the representatives of the Working groups showed that the number of these priorities is very great.
Everyone pointed to the necessity of raw material base development – provision of the necessary internal use and export volume of products producing. For Kazakhstan it is production of food and forage grain; for Uzbekistan – production of vegetable, fruit and grape; for Georgia – production of grape, ether-oil crops, spice and sub-tropical cultures; for Azerbaijan – production of cotton, tobacco, grape, fruit; for Kyrgyzstan – technical cultures.
The vital priority for Azerbaijan and Armenia turned the overcome of inter-regional conflict restricting the efficient use of economic potential.
Delegations of some countries pointed out to the necessity of free labor resources use at inter-regional level (Armenia, Georgia).
The list of other priorities marked at the cards is as follows:
Modernization of technologies, creation of labor place, science development and personnel training
Informational technologies development, marketing and management improvement, improvement of state regulation by means of base, standards, taxes and etc. creation; modernization and widening of communications, investment increase into processing industry, fight against poverty, improvement of population food supply, development of inter state trade and industry integration, arrangement of fairs and exhibitions of ready products, deepening of economic reforms, development of economic mechanism of relations between rural producers and processing industry, enlargement and cooperation of small farms.
In the result of discussions strategy of state policy in post-harvest sector was formed. It is an aimed state policy of the support of raw material base and processing branches development.
